Utilizing a unique circular format, the film showcases many aspects of the ridiculous regulations which inevitable lead to corruption within China. It's a wonder how this film was made and not censored as it is far too honest and explicitly revealing. Fan Bing Bing doesn't offer anything special, but is charismatic enough.
